The project is a large-scale solar energy development and is considered a State Significant Development (SSD). As such, it is subject to a comprehensive assessment that includes extensive community consultation and detailed consideration of any environmental, social and economic impacts. Further details about the process can be found in the Large-Scale Solar Energy Guideline (Department of Planning and Environment, August 2022).
The NSW Department of Planning, Housing and Infrastructure (DPHI) has issued the Secretary’s Environmental Assessment Requirements (SEARs). These requirements outline the technical studies and assessments that must be completed as part of the Environmental Impact Statement (EIS). The SEARs are based on the Scoping Report for the project, which was formally lodged with the Department in August 2025.

The next phase of the proposed project will include a range of in-depth studies and technical assessments, followed by the preparation of a detailed EIS. The purpose of the EIS is to provide a detailed analysis of environmental, social, and economic impacts and to outline measures to avoid, minimise, or mitigate the identified adverse impacts.
Importantly, the EIS also helps the community, local councils, agencies, and the approval authority gain a better understanding of the project and its impacts, enabling them to make informed submissions or decisions on the project’s merits.
While detailed studies and technical assessments take time, we welcome feedback on the Project in these early stages of planning and design; this helps us understand the impacts on the community and minimise or mitigate them where possible.
A summary of the community issues raised during this phase of consultation and details of how the Project has responded to them will be included within the EIS.
